Executive Summary
This proposal presents a transformative land swap partnership between Rawdha Real Estate Technology Limited and the Federal Ministry of Humanitarian Affairs and Poverty Reduction.
Through this Public-Private Partnership (PPP), Rawdha will develop 25 critical infrastructure facilities valued at ₦10.125 billion on the Ministry's 3.6-hectare portion of land in Gwarimpa, Abuja—at zero cost to the Ministry.
In exchange, Rawdha will receive the remaining 5.4 hectares (60% of the total 9-hectare plot) for residential and commercial development to recoup investment costs.

Project Background
Nigeria faces a critical challenge with youth unemployment reported at approximately 6.5% in 2024–2025. Underemployment and skills mismatches remain pervasive, affecting millions of young Nigerians entering the workforce each year. Many sources highlight deeper issues, including high rates of joblessness among educated youth and a lack of practical, industry-relevant competencies, contributing to persistent poverty and untapped human potential.
The PPP Advantage
Our Land Swap Agreement allows for a "trade" of properties without (or with minimal) monetary payment, often used when lands have comparable value or strategic benefits for both sides. This helps bridge the infrastructure gap without relying on limited government budgets.

Value for Money
The ministry receives tangible asset (25 critical infrastructure) worth ₦8.1 billion at zero cost to the ministry. With an additional premium of 25% of total cost (₦10.125 billion naira).

Gwarimpa provides accessibility for students and staff, ensuring high enrollment and utilization of center.
Mandate Fulfillment
This project is a physical manifestation of the ministry's "Poverty Reduction" name and mission.
Land Swap Arrangement
In return, the ministry gives developer remaining 5.4 hectare of land as compensation for the development of these critical infrastructure.
